About Us

Peggy BurnsPeggy Burns is owner of Education Compliance Group, an organization committed to addressing legal compliance issues in education. As Staff Counsel and Director of Policy and Legal Services for Adams 12 Five Star Schools in Colorado, Peggy has advised and trained administrators throughout the public school system on day-to-day legal matters. Now a full-time consultant, she focuses on school transportation law and policy.

Peggy is a frequent presenter at state, regional, and national pupil transportation conferences. Peggy serves as a tenured faculty member with the Conference and Exhibition on Transporting Students with Disabilities. She is editor of Legal Routes™, the co-author of a Risk Management Manual for Utica National Insurance Company, a contributing editor for School Transportation News, and often writes for other school education periodicals. Peggy is a member of the Special Education Committee of the National Association for Pupil Transportation, ASBO International, the Education Law Association, and was Past-President of the Colorado Council of School Attorneys.

Mark HinsonMark Hinson is a consultant with Education Compliance Group. He is Chief Human Resource Officer for Adams 12 Five Star Schools, an urban school district serving 40,000 students and 5,000 employees. With more than 25 years of experience in the human resources profession, Mark has served in numerous leadership roles including national committee work with the Society for Human Resource Management (SHRM). He has presented a variety of successful programs and workshops on a local, regional and national level in the areas of human resource services and school transportation. He is Past- President of the Central Florida Human Resource Association, Regional Director for SHRM, Past-Conference Chair - HR Florida State Human Resource Conference, and serves on the National Board of Advisors for the Conference and Exhibition on Transporting Students with Disabilities.

Pauline GervaisPauline Gervais joins us as a consultant after retiring as Executive Director of Transportation for Denver Public Schools, a large inner-city school district serving 80,000 students. With over 34 years of experience in public school transportation, Pauline has done everything from bus driving, to radio dispatch, scheduling and training. Pauline has presented at local, state and national conferences covering all aspects of school transportation operations, including No Child Left Behind and McKinney-Vento. She is Past-President of the Colorado State Pupil Transportation Association, and serves as a tenured faculty member with the Conference and Exhibition on Transporting Students with Disabilities.
