bus drivers often need access to confidential student information to do
their jobs effectively. This includes health and medical needs of the riders
on their bus. The Individuals with Disabilities Education Act (“IDEA”)
require that school bus drivers first be trained about the use and misuse
of such information for students with disabilities. The Family Educational
Rights and Privacy Act (“FERPA”) requires that school districts
